Lifelines for Elders Living on the Edge

A comprehensive policy report, Lifelines for Elders Living on the Edge, benchmarks income and asset limits, eligibility criteria, ease of application, rates of enrollment, notes numerous “quirks” that impede access to federal and state lifelines programs for elders, and makes recommendations to improve access and utilization. It builds on the Elder Economic Security Standard developed by Laura Henze Russell and Ellen A.
